if i want to bowl for my state T B A style do i have to be entered in a sanctioned league at the time

You will have to wait for the answer to that one.
Apparently there are changes coming shortly regarding State Team requirements. In Queensland we have been advised to put any new State Team Nomination forms on hold pending these changes.
This request only came in this morning.
