Can someone translate this please

RULE 317 VACANCY SCORES
When a team is incomplete at the beginning of the schedule and cannot present a full line-up, a vacancy score of one hundred and twenty shall be used if the bowlers absent have no previous League experience. A handicap shall be allotted to suit the vacancy score. The score used for the match result is taken as the Blind score of the Vacancy allowance plus handicap.


Doesn't seem to make sense. If a team is incomplete how is one to determine whether the absent bowler has no previous league experience? Also if a vacancy score of 120 is given coupled with a handicap then in, say, a 100% of 200 league they would always card 200 so what does the third sentence mean?

If your league has vacancy scores, how are they calculated? Thanks.
 
% of handicap would be based on league constitution. The vacancy would have the same % of handicap as everyone else in the league.

The vacancy score these days is so high it's not worth replacing it with a bowler, many years ago it used to be 175 flat, no handicap added on. It was always a disadvantage to have a vacancy in your team, nowadays it's more of an advantage.
I think the "no previous exp" is saying that if you do have a bowler ready to come in but cannot make it for the first week or two then you would use their ave as a blind score. However if this bowler coming in didn't have an ave you would use a Vacancy score. The last sentence could be worded ----The Vacancy score (including handicap) will be used as the Blind score for the match result.
 
Was just wondering as my league currently has two teams that have a vacancy and the vacant score (handicap league 100% of 200) seems to give them an overall edge (none of us are particularly good).

End of season meeting on Thursday - looking for alternate options. Was thinking to suggest a blind of 190 for vacancies. Or maybe an average of the average of the rest of the team and using a blind score from that.
 
Rules are only a guideline to help leagues. However your league can vote for anything it wants as long as majority vote for the motion. You could have 175 or 190 or 210 for a vacancy score. This will be up to the league to vote on.
