Handicap section I believe will attract more bowlers.
As long as handicap bowlers are the only ones to take the prizes .
Not the scratch bowlers that don't want to hang around to bowl in the roll-offs

Just a silly thought .. how about "half" handicap ? In which I mean you only get handicap for half the number of games bowled.
