Approximately how much is the charge for plugging existing fingerholes and re-drilling?

You're probably looking at up to around $40-$45 for a full ball, i.e. 2 finger holes, thumb hole and axis hole.

Contact your local pro shop and I'm sure they'd be happy to run you through their services.
