What is the highest Handicap a bowling can have for such a Competiton like the Great Western Cup. I ask this question because I bowling for cannington today and we came up against a bowler with a 104 handicap. 
Handicaps are 80% of 200, and we were under the impression, if a Vacant Score has a Handicap of 64, then an actual bowler shouldn't have a handicap higher then that. I hope that makes sense.
